Ещё до объявления какого-либо решения российских властей, 1 декабря, российская авиация нанесла удар по аэродромам Калиновская и Ханкала и вывела из строя все самолёты, находившиеся в распоряжении сепаратистов[25]. 11 декабря Президент Российской Федерации Борис Ельцин подписал Указ № 2169 «О мерах по обеспечению законности, правопорядка и общественной безопасности на территории Чеченской Республики»[26]. Позднее Конституционный суд РФ признал большую часть указов и постановлений правительства, которыми обосновывались действия федерального правительства в Чечне, соответствующими Конституции.[27]
В тот же день подразделения Объединённой группировки войск (ОГВ), состоявшие из частей Министерства обороны и Внутренних войск МВД вступили на территорию Чечни. Войска были разделены на три группы и входили с трёх разных сторон — с запада из Северной Осетии через Ингушетию), с северо-запада из Моздокского района Северной Осетии, непосредственно граничащего с Чечнёй и с востока с территории Дагестана)[26](Википедия)

Even before declaring any decision of the Russian authorities, December 1, Russian aviation hit the airfield of Kalinovskaya and Khankala and disabled all the aircraft that were at the disposal of separatists [25]. On December 11, President of the Russian Federation Boris Yeltsin signed Decree No. 2169 "On measures to ensure the legality, law enforcement and public security in the territory of the Chechen Republic" [26]. Later, the Constitutional Court of the Russian Federation recognized most of the decrees and decisions of the government, which substantiated the actions of the federal government in Chechnya, relevant to the Constitution. On the same day, the united grouping of troops (OGS), consisting of parts of the Ministry of Defense and the Interior Troops of the Ministry of Internal Affairs, entered the territory of Chechnya.
